In a clash with another users weapon the drill is effective at disarming them due to the high speed rotation. If the user blocks a weapon strike from an attacker (or a victim tries to block the drill with a held weapon) they would be disarmed due to the high speed rotation of the water if their strength is not higher than the rank of the drill being used. If they are of equal rank to the drill they could hold on to their weapon, but they would have to make a concentrated effort to due so. Obviously the main goal is to stab with the drill and pierce through the victim but touching the sides of the drill could rip skin on contact due to the rotation.     Requirements & Eligibility Anyone and everyone is welcome to apply, although everyone who does will be tested to determine whether or not they will receive the full training course. Only those who display the skills and aptitude to become ANBU agents will become full-fledged agents, once completing their training and preparation. Those who are found to be inadequate will be dropped from the program until they've improved enough to warrant a second try. Requirements to Apply: Must be an officiated shinobi of the Water Village. Must be a minimum of C in Shinobi Ranking, though all rankings are accepted. These requirements may be subject to change in the future. About the Program Those who choose to undertake this program will be put through rigorous testing and training to determine if they have what it takes to become an ANBU agent for the great Water Village, and then to build them into a lethal weapon to be wielded against the enemies thereof. You will be trained for a variety of situations and scenarios, beginning with espionage and tracking, before you move on to basic combat. Towards the end, we will focus more on what role you wish to play as an agent. This will determine whether you receive training in weaponry, hand-to-hand combat or other areas. This should be determined by what your character revolves around. Some may be offensive or defensive, but others may be supplementary. Regardless of role, you are expected to be fully capable of one-on-one combat. Over time, between training sessions, you will be taken on a variety of missions that will gradually immerse you in the duties of an agent over time. They will start off relatively simple and easy, but will become more difficult over time. Once you've achieved a Shinobi Ranking of at least A, you will be taken on your first Bingo Book mission. If you complete the mission successfully, you will become an official agent in the village. If you fail, the agent accompanying you will step in to finish the job and prevent harm from befalling you. If you fail this mission, you will be dropped from the program but may become an official agent at any time afterward by completing a Bingo Book mission (without assistance). The neck and head combined are 30 meters long and ends at the surface of the water. It can move, albeit slowly, across the surface of the water but only in a 25 meter AoE from where it spawned. Like the creature on which its form is based this hydra is capable of growing more heads for every one destroyed. When the jutsu begins there is only one head which is as strong, fast, etc etc as an S rank jutsu. However if it is struck by an attack that is no less than 1 rank lower (A or higher) it will break apart and reform into two heads of A rank power. Those two heads then operate on the same principles. They are as strong fast etc etc as an A rank jutsu but if struck by an attack no less than 1 rank lower (so B rank) they will split and reform into two heads of B rank power. This continues until a head is reduced to D rank at which point any attack is enough to disperse it completely and finally. It only works on things that are already submerged, so you cannot have the water leap out at someone, grab them, and crush them. However even if they are only partially submerged, if someone had their arm submerged in a pool of water for instance, you could crush that arm. The user must be within 30 meters of the target they wish to attack and the crushing pressure forms a 5 meter AoE centered around the target once enacted. After performing the handseals or using a another water jutsu as a substitute for handseals, the user expands a large mass of water around the target in an aoe-type orb that encompasses the foe's location. Once trapped within the water prison, the target is unable to move or breathe due to the crushing pressure of the water. The downside to this technique is that the user's hand must be always connected to the water prison to keep it in effect. The size limit of targets capable of being captured with this technique is 10M(AOE). B Rank shinobi may break free after one post, while A Rank+ Shinobi may break free with little effort. Mission Village | Water Village Mission Type | Village Mission Ranking | C Rank Repeatable? | No Mission Description | A teary blue eyed woman, a local upper class merchant's daughter came to the shinobi for aid and posted a mission for assistance. The woman, Ayame, insists that her betrothed lover has been kidnapped or injured somehow because he has not returned home since the night before. Her father, a rich merchant, and her cousin, a local esteemed shinobi went out with her betrothed for drinks and none of the three have returned. The truth of the matter is that Takeo, her lover, is the son of a well known rival merchant and was kidnapped by Ayame's father and cousin in an attempt to dissuade him of his proposal to Ayame. Your mission is to find the father and cousin, find Takeo, and reunite the lovers by settling this ridiculous family quarrel. You might need to use physical force to rescue Takeo, but words work just as well. The mission fails if you do not return Takeo to be reunited with Ayame. Two shinobi who roam the streets, who look and act like everyone else, have gone rogue and become serial killers. They seem to be killing other C Rank shinobi and the common assumption seems to be that they are out for revenge, that the targets are specific. Nobody knows who is next, but the past two victims were genin, found stabbed with needles. Traces of mice seem to be in each murder scene, despite the well kept apartments of the genin, and are likely related to the summoning skills of one of the shinobi. Paralytic poison is found, small bite or claw marks are found, but the cause of death seems to be a simple brutal stab wound through the chest. The mission is to find the group of killers and stop them. Apprehension through arrest is preferred, but killing them if necessary is allowed. The mission is failed if more victims are killed before you can catch them. The best way to thwart his black market trade and diminish his in city power, is to destroy these nests of criminals. The mission is to first find a hideout in the far tundra, local caves, rocky beaches, or wild forests, or even underground. Then develop a plan for sneaking into the hideout or luring the criminals out of the hideout. Finally, attacking and killing or apprehending all of the shinobi in the hideout. Giving information to the higher ups in order to have others collect the stolen goods is part of the mission, and showing some sort of proof of the death or capture of the criminals is required. The mission fails if do not locate the hideout, or if you do not apprehend or kill the criminals inside. Mission Name | Custody Battle Mission Village | Water Village Mission Type | Village Mission Ranking | C Rank Repeatable? | No Mission Description | A divorced couple comprised of one merchant parent and one retired shinobi have a 7 year old child. They share him equally, but recently after an argument over encouraging the young child to become a shinobi, both the child and the retired shinobi parent have gone missing. The merchant parent insists that the retired shinobi kidnapped their child and went on the run. They also believe it is possible that the runaway parent was likely to meet up with an old shinobi partner. You are enlisted to find the child and the runaway parent before they leave the region. It is likely that they are hiding out, but exactly where is unknown. It is also likely that the runaway parent and their friend would put up a fight in order to keep the child and not return. Either arresting or verbally convincing the retired shinobi to return with the child are options which lead the mission to success.   13. Mission Name | Stop that Boat! Mission Village | Water Village Mission Type | Village Mission Ranking | B Rank Repeatable? | No, can only be done once Mission Description | The two rogue nin manage to thwart your attempts to stop them, and both of them manage to make it back to the boat, scrolls in hand. At the boat, they meet up with a disguised water ninja, acting as the guard of the boat and the boat's captain by extension with his wind techniques. Apprehension of all three of these criminals is necessary to succeed this mission. Their boat is in Kasui Harbor, is approximately 15 feet in length, and made of reinforced wood and steel. It has a a single mast and a jib sail, a small sleeping and dining quarters below deck. The goal is to find the boat in the harbor, board the boat, and capture all three of the rogue nin on board. Killing is allowed, though pulling them in for questioning and arresting them is preferred. Obtaining the two scrolls stolen and returning them to the local temple is a requirement of mission success. If the boat leaves the harbor with the scrolls, the mission is failed. If any of the three rogue nin escape, the mission is failed. The goal of the first mission is to capture the 2 rogue nin and obtain the scrolls. Success in that mission would render this one unnecessary to complete. When the first mission is failed, even partially, this mission is open as a possibility, in order to open the chance for higher exp or ryo rewards on the basis that the two missions connected are a created Story-line Plot. A full 1000 WC must be written for the first mission regardless of failure or success in order to start this mission.

Mission Name | Reclaim the Scrolls Mission Village | Water Village Mission Type | Village Mission Ranking | B Rank Repeatable? | Yes Mission Description | Two rogue nin bandits have made their way into the Water Village through Kasui Harbor. The two rogue nin stole the two scrolls from a local temple containing secret ancient water techniques and customs. Each nin carries one on his person and is making their way to the harbor. The nin are assumed deadly, known to use earth ninjutsu, and have a cleverness to them that allowed them entry to the village and temple without being stopped. They must be prevented from getting to a boat and leaving. What plans they have for the scrolls are unknown, whether it is to use them or sell them, but the mission is to find the rogue nin before they escape and return the scrolls to their rightful place in the local temple. The rogue nin are to be captured alive for questioning, but if impossible, eliminating them is allowed for the sake of the safety of the secrets in the scrolls. Mission is a success if the 2 rogue nin are stopped and the scrolls are returned. Mission is failed if even 1 scroll leaves the Water Village. Plot is possible for those who want to make a mission to connect to this story starter. Jutsu Name | Wisdom Wolf Decay Gas Liquid Jutsu Type | Offensive Ranking | SS Element(s) | Water (Acidic) Specialty(s) | Bijuu Energy Cost | 150 Handsigns | Monkey, Boar, Dragon, Rooster, Horse, Dog, Bird Range | 30 Meter Aoe gas/ 35 meters liquid Duration | 3 Description | Saiken can breath out a gnarly cloud of acidic gas out before him which extends out in a 30 meter long/wide/tall cloud! The cloud is salmon in coloration, and hella heavy. It takes an S-Rank wind jutsu or greater to move this big boy. The Gas itself is crazy acidic, boasting a Ranking of SS it begins to melt everything and anything of equal or lesser rank. It does not melt the ground, but will happily eat through earth jutsu A-rank and below. It's weird that way. Other Effects | Rather than spew the jutsu out as an acidic cloud the user can spit it out as a concentrated stream of pure acidic goodness. The stream is about 1/4 of a meter thick, and 35 meters long. The User can move their head while casting this jutsu to have the stream of acid move allowing the acid to slash through multiple targets. The Stream is 35 meters long, and limited to that length when used in a slashing motion. -The User, The Six-Tailed Slug, The Jinchuriki for The Six Tailed Slug are all immune to this jutsu. They will not die, nor will they end up in a puddle of their own clothes should they enter the cloud.     Noumu Harbor was originally known only as Noumu, when it was still controlled by criminals and rogue shinobi. As time passed, few would go near Noumu out of fear for their life or goods. This began to develop a problematic reputation for the Water Village. The second Mizukage, in an attempt to rectify the matter, deployed multiple high-level squads to the territory, effectively conquering it by the following day. The docks that criminals once used to import illegal goods were transformed into a harbor surrounded by stalls and small shops. Noumu Harbor quickly became a critical cornerstone of the Water Village's economy, and essential for their trade with the South Eastern villages and clans. Although the area remains plagued by petty thieves and thugs, there are small squads of shinobi from the village who patrol frequently and may be alerted if their assistance is needed. They are in place to enforce the village's laws and to ensure the protection of foreign diplomats, as well as merchants. Noumu Harbor is often filled with both people and ships alike, with merry singing and instrumental music often resounding from all over. Those who are homeless often play music in hopes of receiving ryo, food or other goods as charity.
