Mission Name | Investigate Propaganda Posters

Mission Type | Plot (Open to all Villages)

Ranking | C

Repeatable? | Yes, Mission must be completed by two man cells, can not be done solo

Reward | 500 Ryo and 20 EXP to each participant.

Mission NPCs | None

Mission Description | Each Shinobi is being tasked with investigating the area around the location of one of the posters. They are to scope the area looking for any clues for who might have placed the poster. They should also remove any poster they may find and quell any unruly civilians in the vicinity. If the shinobi manage to locate a suspicious individual they are to take as much detail as they can, but are not advised to engage in open combat. With the growing tension of the civilians rising a dangerous riot is the last thing the leaders need on their hands. This mission must be completed by two man cells and can not be done solo.

Word Count | The mission is considered complete when the area has been properly investigated. The mission is not considered complete until a total of ten post have been made, five from each participant.

Requirements | The title must contain a (Plot) tag in the title line. Once completed you may turn in on your character sheets. These missions do not count towards the mission limit and can be done regardless of how many other missions you have going on.

 

Unrest is growing, the villages are losing control of their population, and it is up to you to get to the bottom of this. What sinister plot lies behind these cries for revolution, what unknown force pulls the strings from the shadows. Will peace return to the villages or will this mysterious entity prevail at starting an uprising!

Prologue

In the cold silent night, while mostly everyone in the village was sleeping, a hooded figure with the face of death lurked around in the village moving amongst the pitch black shadows that were untouched by the holy white light of the moon. His movements were swift, and anyone who were out that night - although unlikely - would describe his movements as a breeze of wind, should he have passed them. A ghost, unknown to most of the Water Village. He dashed along the walls, vandalized by foolish, unwanted, criminal propaganda, covering each poster with his own. The hooded figure's poster would be a message to the one who vandalized the Water Village, a warning.

The posters were not as clean looking as the ones that they covered, however that was the point. The face of fear and discipline was not supposed to be one that was "pretty" or else it would defeat the whole purpose. After each "EQUALITY" poster was covered, the hooded figure would scratch out the text under them, and write a new message under them stating:

 

YOU CAN KILL AN IDEA!

 

Present

The Mizukage had organized a meeting with many Water Ninja informing them of the posters around the village. It was a mission to remove them, and had to be done in teams of two. 

 

"Why can't it be done solo," Utsubyō mentally questioned while rolling his eyes.

 

The Mizukage annoumced the teams. The ninja that Utsubyō ended up being paired with was an Uchiha. "Why am I always paired with Uchiha?" he thought to himself. Even thinking about it was a drag. He had nothing against Uchihas, and what he was thinking was a bit of...an exaggeration. This was only the second time he was paired with an Uchiha, yet he was making it seem like he was paired with them his whole ninja career.

 

The Uchiha was a lower rank. Utsubyō, being a jōnin, was allowed to lead the mission, so he was able to pick which part of the village they would remove the posters from. Of course, he would choose the area where his alter ego added posters to. He didn't want anyone touching those posters but him and maybe his teammate, therefore he let everyone know that that area was for his team, no discussion. He greeted Kurai, introducing himself as the Police Captain of the Water, then informed her where they were stationed. After the formalities, the jōnin proceeded on his way to the area.

A summoning from the Mizukage was something that rarely happened in any village and yet it seemed to be happening right now. Kurai was amongst many of the shinobi in this meeting hall. The meeting were usually short, however this time, it seemed to have a more serious ring to it than any of the other times. According to their current kage, there have been posters of propaganda being placed around the village and it seemed to be affecting some of the villagers causing riots and extremely violent streams of behavior occurring.

 

Being shown a copy of the poster that had been stripped off a wall some hours before, Kurai was more than unimpressed with it. 'For something so trivial they called us all here?' 

 

"Tsk" Kurai could only make the sound as her attitude  was enough to get looks from her fellow clansmen instructing her to behave herself.

 

More time had passed and the Kage had finally instructed everyone to search the village and take down any poster they saw, however a small twist occurred in Kurai's plan as she turned to leave and begin the mission given by the Mizukage. Teams. The mission needed to be done in pairs. Kurai didnt play nice with others, but this time she was forced too. Being paired up with a Jounin that had introduced himself as the Captain of the police force of the Water Village, Kurai meerly stated her name, who she was and what rank she was. Her identity was not something that was a secret considering the large red and white fan that was the Uchiha clan symbol being sported on the back of her top.

 

Being a lower rank than Utsubyō, Kurai didnt really have a choice in whether she had a chance in leading this mission. Following  Utsubyō , they went to investigate the areas of the Captains choosing.

The two person team arrived to the long wall of posters. The jōnin gave a look of confusion, upon seeing that the posters on the wall were not the posters that the Mizukage had showed in the meeting. He obviously knew these other posters were his, but he played stupid and slowly walked towards the wall placing his hand on the poster.

 

"These don't look like the posters the Mizukage showed us," said Utsubyō. "Who is this guy?" The jōnin asked this question while pressing his finger against the poster and then following with a head turn towards the Uchiha, looking her in the eye.

Arriving at the designated point that Utsubyō  decided to investigate, it was apparent that the posters put up were defintely not the same thing that the Mizukage had shown them earlier in the day, regardless of that, it was their duty to remove such posters and report their findings back to the Mizukage.

 

Making eye to eye contact with her superior was bold move on her part, especially when the majority of uchiha clan, had been taught to avoid direct eye contact with their superiors as it could be taken as a challenge or threat, but obviously this guy didnt care. The longer she held his stare the larger the tension built around the two of them whilst doing the mission, and for the pair of them to make peace within the village, they should at least be at peace between themselves.

 

"Beats me." A simple blunt response from Kurai couldnt be helped. If they knew who this guy was they wouldnt be looking for clues who had put the posters up around the village. "Lets just takes the posters down, and report our findings back to the Kage."

"Same," said Utsubyō agreeing with the Uchiha. That was the answer he was expecting to hear, or else there might've been some...interrogating.

 

Kurai reminded the police captain of the mission at hand, something that he had pretended to momentarily forget. He was slightly impressed by that. "Good, you're mind's in the right place."

 

Utsubyō slid his left hand up to the top of the poster digging his uncut nails under it and proceeding to pull it down, stopping half way after the poster the Mizukage showed at the meeting was clearly revealed under. 

 

Utsubyō turned back to Kurai and gave a smiling surprised look with his mouth wide open, and his left hand's fingers still gripped onto the poster. He moved his right hand to point at the propaganda poster beneath the mysterious one. "Well, what do you know, its the poster the Mizukage showed us!" 

 

"Ha," he said giving a short, exaggerated, obviously fake laugh. The jōnin snatched the poster off of the other poster, dropping his left arm, and slowly following with his right arm after, remaining his huge open grin.

 

[OOC: Well, there's multiple posters. I covered all the propaganda posters. But yeah, you can take one or multiple, idc lol. Even make a plot out of it, if you wish. XD]

Kurai watched as Utsubyō tore the poster down from the wall only to reveal the proper poster that the Mizukage had shown before hand, in the large meeting that took place only a few moments earlier. 

 

"Ha," Kurai looked at Utsubyō as he laughed. His laugh did seem off to Kurai, almost as if the man forced it out. Taking a mental note of this, Kurai continued down the street looking for more posters, either like the one they had just found or even the one shown to the village by their kage. Stopping to turn around to see what her 'superior' was doing she just looked at him and just internally shook her head. "Common then, are not you supposed to be leading this mission?"

 

Kurai's rhetorical question was supposed to give the old slugger a kick into gear if he wasnt in one already. "Remember we need to collect the 5 posters around the vicinity"

Utsubyō ignored his teammate's smart-aleck rhetorical question and peeled the "EQUALITY" poster off the wall, fixing the posters in his hand to be neatly aligned with each other. He squatted down "noticing" two phrases of red text under where the posters were at. One phrase was crossed out, while the other was written under. Clearly the phrase under the other phrase was meant to replace the other phrase. The Uchiha gave a reminder of the mission again. "I don't recall him giving a specific number on the posters we were supposed to collect. Anyway, nevermind that, looks like we have a revolutionist and a vigilante on our hands."

 

The jōnin stood back up. He knew exactly what he is doing. He contradicted himself. He wanted his alter ego to remain a mystery, yet he kept giving gestures for the genin to look into the matter more. Maybe it was Utsubyō's inner desire to mess with people's minds, to create fascinating situations as he sat back in amusement watching them unfold. He continued down the street in the same direction as Kurai.

"Looks like we have a revolutionist and a vigilante on our hands."

 

The moment Kurai heard this her brain started to tick like the gears of a clock begining to turn. "A Revolutionist and Vigilante? What do reckon either one of them wants?" This question was something that really intrigued Kurai as she walked along side Utsubyō towards their next poster. It did not take long for them to run into another set of the same posters, set up in the exact same way, with original poster covered by the new one.  

 

Whilst walking down the street somemore, both  Utsubyō and Kurai seemed to come into some sort of open area where many people were located. It seemed more of a rally of some kind. However whilst Kurai was about to leave it be and go somewhere else, she noticed that one of the people in the crowd was holding the exact same poster as the Mizukage. And it they were not the only person, the person giving the speech was also holding a poster.

 

" Utsubyō , what should we do about this?" Personally, Kurai would just watch and observe of what they had to say before making any moves, however this time she wanted a more professional opinion on the matter at hand.

The two teammates encountered a rally as they were walking along the two layered postered covered walls, peeling them off as they passed by. Utsubyō assumed it was just some religious activist spreading their belief about the coming of an evil sage, and how the ninja had to bow down for mercy to get help from a multi-armed god. Something like that; Utsubyō didn't listen to that mess as he had his own religious beliefs.

 

Anyway, Utsubyō noticed that it wasn't some regular rally. He noticed people in the crowd holding posters, and apparently so did his teammate. 

 

"We do nothing," the jōnin replied quietly. "Remember, the Mizukage said not to engage with suspicious characters; just take the details." The jōnin turned to the right of him where Kurai was and looked down at her smiling. 

 

"Looks like I'm the one reminding you of the mission now," said Utsubyō in a teasing manner grinning. 

 

The jōnin proceeded to walk to the back of the crowd, listening to any vital information that would be worth noting. He wouldn't look abnormal as he was in regular clothing, and him holding posters wouldn't look abnormal either, as other people in the crowd also were.

"Looks like I'm the one reminding you of the mission now," 

 

The moment Utsobyō said that Kurai looked at the man and scoffed. She absolutely detested when people do what she does back at her. To be frank its partly her fault but she usually fails to see it that way.

 

Heeding Utsobyō's advice Kurai tried to keep a low profile whilst moving into the crowd to gather more information about what the rally was about, but there is not you can do when your clan symbol is boastfully sitting on the back of your shirt.

 

As she walked through the crowd muttering soon started to occur as people were beginning to realise who she was and where she came from. Despite there being many Ichiha in the water village there was only one blonde one, and thanks to that dhe stuck out like a sore thumb. The crowd soon started to become restless whilst she was in the middle of it all. Thanks to that she felt extremely uncomfortable to the point that she seeked out Utsobyō. It didn't take long before she found her jōnin compadre. However as she got to him, one of the many individuals in the ground grabbed her arm.

 

"What do you think you are doing here??!"

 

There was a serious threatening tone in his voice that actually made Kurai feel a bit scared. Not even being able to answer him she fumbled out an inaudible sentence.

Utsubyō was engaged in the speech, listening to all the details, but he wasn't so drawn in that he couldn't hear what was around him as he was a very conscious individual. He heard aggressive movement behind and someone say "What do you think you are doing here??!"

 

Upon hearing a threatening tone from behind, Utsubyō turned around, discovering that his teammate was being aggressively grabbed by someone. His first reaction would be to kick the guy in his face, but this wasn't the time nor place to engage in a brawl.

 

"She's here for the same reason you're here," said Utsubyō. "Now, I'd prefer if you take your hand off of her arm." Utsubyō followed that sentence with a serious threatening stare into the aggresor's eyes, as if he were staring into the aggresor's soul.

Ever since her childhood, Kurai has always been one to hide her emotions but this one was something that she couldn't hide. Scared to her bones, it was at this time that Kurai could be seen to be frail and weak. Receiving the assistance from Utsubyo, she was extremely thankful at the fact that he was there. Kurai couldn't even bear to look at him whilst she was in such a state, showing a side of her that she always tried her best to keep hidden.

 

"Thanks" Kurai muttered this as she yanked her arm away from the aggressor and stood by Utsubyo's side. "Hey, can we just get what we need to leave this place? I am really not liking it here..."

 

Whether or not Utsubyo would listen to her request, Kurai was going to leave, and finish the damn mission so that she could try and forget about all of this. There were piles of posters that still needed to be picked and plucked off the walls, and they were not going to get ripped of the walls themselves.

Utsubyō was aware of the fear in his teammate. He was a considerate man, however as a superior ninja, he had to make sure his subordinates grew into an even greater ninja that he was, therefore just as the blonde haired Uchiha was about to walk away, Utsubyō grabbed her wrist and pulled her back, not letting go.

 

The speaker began to say vital information.

 

"Listen," Utsubyō said, still holding the genin's wrist tightly.

 

"There will be something like this. On the back of your poster. Under a light."

 

The man wasn't speaking in complete sentences. It must've some type of code. It was obvious their next clue would be to take what the speaker said and apply it in action. The man stepped down from the wooden box pedestal and was clearly done speaking. 

 

"Now, we may go," said Utsubyō letting go and beginning to walk out of the crowd.

 

[OOC: That code was to set us up for the next plot topic. We can either do two things: look at the code in this topic, or briefly put in the next topic that we found the rally from the code]

Being grabbed by the jonin that she was assigned to do the mission, a sense of security took over Kurai as she was able to calm herself down to become a cool and collect person once more. 

 

Listening was not exactly Kurai's strong point however, this time she had too. With the rally drawing to a conclusion the main speaker had given everyone a piece of information that would allow them to find the location of the meeting.

 

"There will be something like this. On the back of your poster. Under a light."

 

This information was quite good, considering what they had to do for the mission. Looking at Utsobyō, Kurai was about to speak about what had just happened, however she was told that now they may leave the meeting hall.

 

Should Utsobyō leave the rally, Kurai would follow and wait until an appropriate moment to shine the posters under a light.

Utsubyō began speed walking aimlessly. "Now where is the nearest sit down restaurant," he wondered. He wanted to go to a sit down restaurant because they were usually dark and had lights focused directly over the tables. This was because he didn't feel like going through the long unnecessary process at the Decryption Lab, where those snobs would take the credit. 

 

The jōnin twisted and turned around buildings, checking inside for a restaurant, frequently looking behind him to make sure Kurai was following and that nothing was happening to her. Finally, the jōnin found one, and rushed in laying the poster on an empty table with the back of it facing the light.

Watching Utsobyo walk out of the rally, Kurai followed him. Speaking outlaid to him either himself or Kurai, she was not really sure which. He asked about the nearest restaurant where they could sit down. After a while of constant turning of corners and making their way through the maze of buildings like pacman running from the ghosts, they had found a small restaurant that was had very low lighting. Kurai was not really sure as to why they were here, but she went along with it anyway.

 

The restaurant was not that busy, so they were able to get a table fairly quickly. Korai watched as Utsobyo scrambled over to a table.

 

"So why are we here?"

 

Kurai, asked this before she watched Utsobyo spread out the poster onto the table. "Ah." Korai's question did not even need to be answered as she was able to see what the man was doing, but still, even observant people needed to be filled in.

As the light hit the beige back of the propaganda poster, hidden text was revealed. It was vital information, giving a location for an event that would be big.

 

"Equality: The Rally | The Slums | 8:00 PM | Next Week, Same Day" 

 

Utsubyō read those words out loud making sure Kurai could hear. His eyes were locked onto them while he was leaned forward, holding down the poster from its sides. "Well, looks like we know where we'll be next week." Utsubyō stood back up and grabbed the poster pushing it to Kurai's torso for her to hold. "Good job today. Lets go report back to the Mizukage." The jōnin walked off going towards the doorway of the restaurant. He would head towards the Mizukage's office after.

Kurai watched as Utsubyo moved the poster within the dim lighting of the restaurant. The light revealed something extremely important information about the next meeting that would be taking place. Reading the message to herself in her head.

 

"Equality: The Rally | The Slums | 8:00 PM | Next Week, Same Day" 

 

Kurai, also heard it out loud too, as her jonin partner had done so, just so that they were both clear on what the message meant. Utsubyo then gave Kurai the poster for her to hold as they left the restaurant. Before leaving Utsubyo told, Kurai she had done a good job, however it was now the time to report their findings to the Mizukage. Following Utsubyo out of the building, he and Kurai would head for the Mizukage's office with the information they had just found.
